The Federal Office for Civil Protection and Disaster Assistance (BBK)

The Federal Office for Civil Protection and Disaster Assistance (BBK) is an entity of the Federal Ministry of the Interior (BMI) and as such working for the protection of the population as well as supporting disaster relief. It covers all areas of civilian security provision in a multidisciplinary manner and links them to an effective protection system for the population and their livelihoods.

Academy for Crisis Management, Emergency Planning and Civil Protection (AKNZ)

The Academy for Crisis Management, Emergency Planning and Civil Protection (AKNZ) is, as Division IV of the BBK, the central educational institution of the Federal Government in risk and crisis management as well as in the protection of the population. The seminar and event offer is aimed at executives of all five pillars of national security at all levels (civil protection, police, armed forces, intelligence services, critical infrastructure). The focus is on the municipal leadership level. In addition to the teaching, research and development projects as well as their evaluation and implementation and the carrying out of studies and investigations are further tasks of the AKNZ. The BBK was consortium partner in the following research and development projects: "Visual Analytics for Security Applications" ("VASA"), "Secure IT-Based Disaster Management System to Protect and Rescue People" (Security2People), “Safety and Security Modules for Major Events"(BaSiGo).

The Federal Office for Civil Protection and Disaster Assistance (BBK) coordinates and handles the work package 3 - "Qualification and Training" in the context of the ProVOD project. Within the scope of the work package, existing training concepts for the event management service (stewarding staff) will be determined and evaluated, in order to subsequently develop a new demand-driven concept. The particular focus is on practical scenarios, as well as on the special need for cooperation between the staff of the authorities, organizations with security tasks and private companies. The training scenarios and educational plans which will be developed are tested by the participating partners and will be available to the general public. In addition to this basic approach, the BBK acts as a neutral facilitator, scientific adviser and structuring authority for the cooperative shares in the work package "Qualification and Training". In close coordination with the other relevant work packages, security-relevant subjects are defined and evaluated, taking into account the different perspectives and providing them in the form of educational plans and exercise scenarios. The BBK also supports the work packages "Interaction, attitudes and reciprocal perception" (AP4) as well as the work package "Internationalization and networking" (AP5) with its experience and expertise.
